ПОТЕНЦИАЛ РАЗВИТИЯ ПРОМЫШЛЕННОГО ПРОИЗВОДСТВА
В РЕСПУБЛИКЕ БУРЯТИЯ

В статье дана оценка потенциала развития промышленного производства Республики Бурятия. Определена его специализация с выделением ведущих видов экономической деятельности на основе расчета коэффициентов локализации и ее интенсивности. Выделены структурные компоненты промышленного потенциала, включая материально-технический, инновационно-инвестиционный, финансовый, трудовой и инфраструктурный потенциалы и обоснованы характеризующие их основные показатели. В ходе анализа установлено неравномерное развитие всех составляющих промышленного потенциала региона. Подчеркнуты основные проблемы, сдерживающие развитие промышленности региона: необходимость обновления и расширения материально-технической базы, снижение уровня инновационной активности промышленного сектора, сокращение организаций и численности работников, выполняющих научные исследования и разработки. В статье сделан вывод о необходимости формирования сбалансированной региональной промышленной политики, учитывающей современные экономические условия и механизмы господдержки, дающие импульс к целенаправленному развитию стратегически важных отраслей промышленности региона.

POTENTIAL FOR INDUSTRIAL PRODUCTION DEVELOPMENT
IN THE REPUBLIC OF BURYATUA

The article assesses the development potential of industrial production in the Republic of Buryatia. Its specialization with the allocation of leading types of economic activity on the basis of calculation of localization and localization intensity coefficients is determined. Identified the structural components of industrial potential, including material and technical, innovation and investment, financial, labor, and infrastructural potentials and substantiated the main indicators characterizing them. The analysis revealed uneven development of all components of the region’s industrial potential. The main problems restraining the development of the region’s industry are emphasized: the need to renew and expand the material and technical base, the decline in the level of innovation activity of the industrial sector, the reduction of organizations and the number of employees performing scientific research and development. The article concludes that it is necessary to form a balanced regional industrial policy that takes into account the current economic conditions and mechanisms of state support, creating an impetus for the purposeful development of strategically important industries in the region.
