FEATURES OF STRATEGIC PLANNING

FOR THE DEVELOPMENT OF RUSSIAN REGIONS IN INNER ASIA

Munkodugarova Alexandra Bairovna – engineer of the Institute for Mongolian, Buddhist and Tibetan Studies of the Siberian Branch of the Russian Academy of Sciences (Ulan-Ude, Russia). ORCID: 0000-0003-0210-1828. E-mail: belaya84@rambler.ru.

The article identifies the features of strategic planning in the regions of Inner Asia (the Altai Republic, the Tyva Republic, the Buryatia Republic, and the Trans-Baikal Territory). It is shown that first-wave strategies were characterized by inflated and difficult-to-achieve target indicators. Second-wave strategies mark a qualitative shift in the regions’ approach to planning: inflated targets are being replaced by realistic forecasts that take into account external challenges and are synchronized with federal priorities. The article examines additional implementation tools, including individual development programs as a mechanism for targeted support of distressed regions. Special attention is paid to the inclusion of the Buryatia Republic and the Trans-Baikal Territory in the National Program for the Development of the Russian Far East. It is concluded that the systemic problems of strategic planning in the regions of Inner Asia are not unique, but rather reflect general shortcomings inherent to Russia as a whole.
